Toronto - Toronto has excellent health care and a low crime rate. It also has high housing prices and smog. It has diversity but it also has long commutes.

Put it all together, and the Conference Board of Canada ranks Toronto second among major Canadian cities in terms of attractiveness. The organization ranked the big cities in seven categories - health, housing, the economy, the environment, education, innovation and society.

The most attractive place to live and work is Calgary, thanks to its booming economy and lower housing costs.

In the report released Wednesday morning, the Conference Board warns that Canada’s big cities need more financial help from Ottawa and the provinces, if they want to attract talent and compete in the global marketplace.

It also says when you consider U.S. cities as well as Canadian, Toronto slips to 15th place. Calgary is in third spot, behind Washington and Austin, Texas.
